🐾 Mission Homebound

The Ultimate Guide to Bringing Pets from Conflict Zones to India 🇮🇳

Bringing a beloved pet home from a war-torn region is a journey of courage. The Government of India has implemented Emergency Relaxations to ensure that no furry family member is left behind due to red tape.

This guide covers every detail you need to navigate AQCS (Animal Quarantine and Certification Services) and Customs smoothly.

🌟 The "War Zone" Emergency Relaxation (Latest 2026 Rules)

The Ministry of Fisheries, Animal Husbandry & Dairying has issued a special One-Time Relaxation for pets (dogs and cats) accompanying individuals stranded in conflict zones (e.g., Middle East war-hit areas).

  • 🚫 No Advance NOC Required: Usually, you need an Import NOC 7 days before flying. For war-zone rescues, this is waived. You can get cleared upon arrival.

  • 💉 Vaccination Flexibility: If the war prevented timely vaccinations, don't panic. Pets can be vaccinated by Indian authorities at the airport.

  • 🌍 Transit Country Acceptance: If you escaped to a neighboring country (like Jordan or Egypt) to catch a flight, health certificates from those transit countries are now accepted.

  • 🏠 Home Quarantine: In most cases, if the pet is clinically healthy, they will be allowed 15–30 days of Home Quarantine instead of institutional quarantine.

📄 The Essential Document Checklist

Even with relaxations, you must carry a physical folder with these documents:

  1. Owner’s Self-Declaration: A simple signed letter stating the pet has lived with you for at least 1 month.

  2. Pet Identity: Any existing vaccination book, pet passport, or medical history.

  3. Microchip ID: Ensure your pet has a 15-digit ISO microchip (if possible).

  4. Health Certificate: A "Fit to Fly" certificate from any available veterinarian in the country of departure or transit.

  5. Travel Records: Copies of the owner's passport and flight tickets.

✈️ Step-by-Step Arrival Protocol

Step 1: Notify the Airline 📞 Before boarding, inform your airline that you are traveling with a pet under the "Emergency Relaxation for Conflict Zones." This ensures ground staff at the Indian airport are alerted.

Step 2: Head to the Red Channel 🔴 Upon landing in India, proceed directly to the Customs Red Channel. Do not go through the Green Channel.

Step 3: The AQCS Inspection 🩺 The Animal Quarantine Officer will perform a clinical check.

  • Status Green: Documented & Healthy → Immediate Release.

  • Status Yellow: Missing Papers/Vaccines → Vaccination on-site & Home Quarantine.

  • Status Red: Showing Illness → Temporary stay at the Airport Quarantine Facility.

🆘 Troubleshooting: What to do if stuck?

  • No Officer at Desk? Ask the Airport Duty Manager (ADM) or the Customs Superintendent to page the AQCS officer. They are legally required to be available for international arrivals.

  • Pet in Distress? Request immediate access to Airport Medical Services. They can facilitate emergency vet care through the Duty Manager.

  • Flight Delays? If your flight is diverted or delayed, keep the airline ground crew responsible for the pet’s food and water.

🛡️ Important Safety Note

Pro Tip: Keep 3 physical copies of all documents. Sometimes digital files are hard to access due to poor airport Wi-Fi or battery issues. Stay calm—the authorities are briefed to be helpful during these humanitarian crises.
